1. Introduction and background: CARE International works with most vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal of reducing poverty by empowering women, enhancing access to resources and services, and improving governance. CARE actively work in Emergency situation providing wide range of live saving assistances in the thematic areas of Food security /Livelihoods (mainly Cash and Voucher Assistance), Nutrition, Health, Water, Sanitation and Hygiene (WASH), Education in Emergency (EiE) and Protection. CARE uses different modalities in delivering service to the vulnerable population including direct implementation and through Strategic partners. Among the partners, CARE engages with a group of eight organizations under the Umbrella of NEXUS Consortium. The main goal of NEXUS Consortium is to transform the humanitarian, development, and peace ecosystem. The consortium of eight pioneering Somali NGOs aspire to advance a locally driven agenda for change by building partnerships between communities, civil society, and the public and private sectors as well as through the implementation of integrated and sustainable interventions across the triple nexus of Humanitarian, Development and Peace (HDP). The eight organizations are Centre for Peace and Democracy (CPD), Gargaar Relief and Development Organization (GREDO), Horn of Africa Voluntary Youth Committee (HAVOYOCO), KAALO Aid and Development (KAALO), Save Somali Women and Children (SSWC), Social-Life and Agriculture Development Organization (SADO), Taakulo Somaliland Community (TASCO) and Wajir South Development Association (WASDA).
  2. Purpose of the Terms of Reference (TOR): The purpose of the TOR is to detail the tasks required for a consultant to support the NEXUS platform in reviewing their existing three-year Strategic plan to align with current realities and develop a new Strategic Plan (SP) that includes a plan which demonstrates transition roadmap that resonates with locally led and globally connect change agenda. CARE intends to engage a consultant to lead this process in response to the request of the NEXUS platform in September 2022. Currently the NEXUS platform has a three-year strategic plan that was developed in 2021. The plan was primarily meant to be a blueprint for the platform operations for the planned three years. However, the member organizations found the need to revise the plan to comprehensively capture the revised platform pillars and the changing trends in humanitarian architecture. Further, revision of the platform strategic plan may include revision of the NEXUS mission and vision statement, objectives, and other details. It is against this backdrop that CARE wishes to engage the service of a consultant to support the NEXUS platform review their current Strategic Plan (SP) and thereafter develop a plan that is more detailed and tailored to the specific needs and mandate of the platform.

CARE Somalia is committed to contributing to strengthening the capacity of Local institutions and platforms to ensure there are no overlap of roles and responsibilities. CARE plans to work with and also use the existing NEXUS platforms to drive the localization agenda as well as it’s Humanitarian partnership initiative to driver effective and efficient humanitarian response in Somalia/Somaliland. Therefore, during this exercise CARE will be keen to have clear understanding of where it add value, it’s role in the platform and possible legal arrangements to guide the partnership.

  1. Scope of work:
    1. Strategic Plan
  • Revise Nexus platform mission and vison statements as well as Strengths, Opportunities, Aspirations and Results (SOAR) of the platform
  • Do Political, Economic, Social, Technological, Environmental, and Legal (PESTEL) analysis.
  • Undertake stakeholder mapping and analysis.
  • Identify focus areas and develop strategic objectives and key result areas from the NEXUS key pillars and propose a strategy for achieving the strategic objectives and key results.
  • Develop an implementation matrix as well as a risk and mitigation matrix.
  • Develop Monitoring and Evaluation framework with detailed indicators.
    1. Transition Plan
  • Develop transition plan (to be part of the main strategic plan) with clear milestones to ensure the NEXUS local partners have in place the required technical capacities and systems for its long-term engagement.
    1. Areas of Collaboration with CARE: Define areas of working and collaboration with CARE in line with Humanitarian Partnership Platform whose objective is to strengthen the capacity of local partners to deliver fast and effective response to a range of disasters experienced in the country through coordination, collective decision making and action.
  1. Methodology:

The consultant is expected to propose a methodology that would adequately result in the expected deliverables outlined in this TOR. However, a participatory approach together with critical reflection by the steering committee, management, member organizations, staff and key stakeholders will make the process meaningful. The following steps are highly recommended for the process.

He/she is expected to undertake desk review and assessment of past activities and plans, including NEXUS’s approach, partnerships, existing structure, key pillars, perspective of Change (PoC), learning and sustainability, with a view for potential future growth. Organize for Individual Interviews and/or focus group discussions primarily with NEXUS member organizations, INGO partners, donors, and our grassroots community members that sustain our work and finally, revision of the existing strategic plan, conduct a validation workshop and present the three-year strategic plan.

  1. Duration of the Assignment:

The assignment is expected to take place in Sept/October 2023 and the engagement will be for 40 days. At the end of the assignment the consultant shall submit a five pager Nexus strategic plan with two annexes implementation matrix, risk and mitigation matrix and Monitoring and Evaluation framework with detailed indicators.

  1. Liaison and Communication:

The Consultant will work under the Nexus secretariat and CARE Somalia Emergency Director . The consultant will also liaise with Senior management of CARE and the NEXUS platform members.

  1. Deliverables:

The Consultant will be required to submit the following deliverables to the NEXUS secretariat:

  • Inception report
  • Stakeholder meeting(s) Report
  • Draft SP validation workshop
  • Finalize Strategic plan and together with the transition plan
  1. Qualification and Experience

The lead consultant/consultancy firm should:

  • At least a Master’s degree in a relevant field in the area of planning, public policy, development studies
  • Have more than Seven years’ professional experience in strategic planning and management.
  • Experience working with consortia (of local/national humanitarian or development organizations).
  • Demonstrate experience and expertise in conducting similar assignments for reputable organizations.
  • Fluency in written and spoken English. Knowledge in Somali language is an added advantage.
  • Have capacity to deliver in the timeline outlined.
  1. Responsibilities

CARE:

  • Provide consultancy fee for the task.
  • Provide transport during the engagement and while undertaking field visit assessment.
  • Provide per diem and accommodation a CARE rate during the engagement period.

NEXUS Platform:

  • Support the consultant in identifying key stakeholders.
  • Organise for Nexus member meetings/ engagement with consultant.

Responsibilities of the Consultant:

  • Participate in key consultation meetings
  • Engage with key staff/KII to generate adequate information relevant to the assignment.
