Overview of position

Since the formation of the Federal Government of Somalia, the country has made significant progress towards restoring peace and security. However, significant destabilizing factors remain. These include, most notably, the extant presence of violent extremist group al-Shabaab, particularly in rural areas; recurrent and unresolved clan, land and resource-based conflicts; weak and nascent institutions; and the internal displacement of more than 2 million individuals. Whilst the transition, recovery, and development needs of Somalia, after almost 3 decades of civic conflict and violent extremism remain a long term, if not generational process, such progress will be unachievable in the absence of solid foundations for peace and security, particularly at community levels.

Within this context, IOM is building on its existing stabilization programming and will be working further to support stabilization efforts in newly recovered, unstable, and fragile areas in South and Central Somalia: Hirshabelle, Galmudug, Jubaland, South West State and Benadir Regional Administration through IOM’s EU-funded stabilization program, locally named Daryeel. The program harnesses the stabilization gains made by previous IOM stabilization programs (EU IcSP Phase I and SSI) and aims to contribute to stabilization efforts in Somalia through creating conditions for restoring trust among communities, and between communities and local leadership, thereby re-building the social contract between Somali citizens and state institutions and providing a bridge to longer-term development interventions.

Under the overall supervision of the Knowledge Management and Research Programme Officer and the direct supervision of the National Programme Officer (MEAL), the successful candidate will be responsible for contributing to the formulation and implementation of the programme’s M&E plan, working closely with the various project officers to coordinate and plan activities.

Role objectives


  1. Assist in developing project monitoring plans and operational monitoring tools (e.g., checklists, questionnaires, interviews, and survey forms, etc.) with clear and concise roles, timelines, and targets
  2. Lead data collection through household surveys, key informant interviews and Focus Group Discussion in timely manner and assist in translating data collection tools including post-intervention monitoring tools, baseline, mid-term, end line, impact evaluation methodologies from English to Somali
  3. Under supervision of National Programme Officer (MEAL), coordinate M&E field activities (baseline, mid-term, end line, PIMs, impact evaluation), collect information, analyse findings, and share lessons learned feedback into programming.
  4. Develop a comprehensive staff training series to build team capacities in monitoring, evaluation and learning, including log-frames, baselines, and survey methods, monitoring work plans, impact indicator development, data analysis and interpretation.
  5. Participate in strengthening existing M&E systems for the projects and keep records of M&E documents in hard and soft copies, organize them based on the activity related and upload into SharePoint accordingly the data management system and present when required
  6. Establish an effective system for assessing the validity of monitoring and evaluation data through a review of activities, completed monitoring forms/databases, and a review of aggregate level statistics reported
  7. Conduct periodic field monitoring visits to maintain current information for accurate documentation and reporting, coordinate logistics and play a key role in all internal and external assessments
  8. Be up to date with mobile data collection tool and other new technologies, including development of mobile data collection forms in kobo, ONA/ODK or other similar digital data collection methods.
  9. Prepare ToR for field visits and other data collection processes and provide refresher training to the enumerators and community-based M&E personnel

Evaluation & Reporting

  1. Assist to collect and present relevant information and support in the project reporting by closely coordinating with project teams and focal persons to assist the program implementation teams provide timely and accurate reports and develop forms that harmonize between field needs and database reporting
  2. Work closely with the project staff to ensure that accurate and concise success stories/human interest stories are documented, and lessons learned from project evaluations are recorded properly and shared with the program teams on time
  3. Closely follow up complaint, response, and feedback mechanism, review external/TPM evaluation reports and provide inputs


  1. Assist TRU unit in drafting lessons learned from programme findings so that it can be applied to future programming
  2. Follow up with the programme staff and the engineers in the submission and updating the TRU construction as well as indicator tracking matrices
  3. Perform any other duties as may be assigned by the supervisor.

Reporting directly to the National Programme Officer (MEAL)

Overall supervision is Programme Officer (Knowledge Management & Research)

· Fluent in English and Somali, both written and spoken

· Proficient in MS Office applications, including Word and Excel

· Proven experience using Digital Data collection applications (KOBO toolbox)
