WHAT IS A ROSTER?
It’s a pool of potential candidates with the necessary mix of knowledge, experience, skills, and values that match with our priority hiring needs in WFP Latin America and the Caribbean. Candidates who are recommended following the competitive selection process, will be placed in the Roster for a specific profile and level, for consultancy opportunities.

To contribute to formulation and implementation of WFP’s Cash Based Transfers (CBT) programme strategy.
KEY ACCOUNTABILITIES (not all-inclusive)
Depending on your experience and expertise areas, you will be involved to a greater or lesser degree in work related, but not limited, to the following:
Level I Consultancy:
- Support COs (Couyntry Offices) on the design, set up and implemention of CBT (Cash Based Transfer) interventions by sharing latest CBT guidance, training materials and tools (through, for example, the setup of a CBT knowledge management platform) and facilite discussions on CBT-related topics with/between COs and subject matter experts from relevant units at RBP and HQ.
- Support the coordination, design and implementation of CBT related sectorial assessments (including financial, security, TEC and market asessments), as per the corporate CBT Business Process Model, in close collaboration other relevant CBT functional units
- Contribute to the analysis for transfer modality and delivery mechanism selection as well as transfer value definition, in close collaboration with RAM and other relevant CBT functional units.
- Support COs with the drafting/review of Scope of Works, tender documents, contracts and SOPs associated to Financial Service Provider and Cooperating Partner identification/selection/contracting processes in collaboration with Procurement unit and nd other relevant CBT functional units.
- Contribute to RBPs efforts to ensure compliance with the established CBT standards, policies, procedures and controls, and support COs in areas such as CBT reconciliations well as implementation of other minimum assurance controls (for example on beneficiary registration and verification) together with other relevant CBT functional units.
- Participate in multifunctional CBT oversight missions and provision of support to COs to monitor and implement oversight recommendations.
- Document CBT related operational risks and monitor the implementation and management of mitigation actions, through the establishment of CBT Risk Register at regional level.
- Contribute to the preparation of accurate and timely reporting on CBT operations at the regional level to enable informed decision making and consistency of information presented to partners and donors.
- Contribute to regional CBT related capacity building activities by providing support on technical contents and logistics arrangements.
- Support the organization of regular meetings involving other functional RB units (internal CBT Working Group) and, external stakeholder (Interagency Cash Working Groups).
Level II Consultancy:
- Design and implement the corporate CBT strategies, business models and solutions to meet operational requirements.
- Manage the implementation of innovative CBT operations, initiatives and services to ensure timely, cost-effective and integrated approach with core activities and in close cooperation with key CBT stakeholders.
- Build productive partnerships and collaborate with counterparts in key CBT functions to ensure an integrated CBT approach to food assistance and cross-functional operational alignment.
- Design the CBT operational plan and related SOPs.
- Plan and oversee the CBT beneficiary selection and registration in coordination with IT unit. Apply assurance controls, support training to staff and CP and, coordinate and sensitize local authorities.
- Plan and manage the delivery systems set-up including participation in the due diligence process and contracts drafting for FSP and CP selection and contracting; determination of criteria for beneficiary selection and creation of payment lists; oversight of payments instrument management by ensuring appropriate controls in place and in line with corporate standards.
- Oversee the implementation of CFM; review performance and follow up on key issues.
- Review and analyse M&E (Monitoring and evaluation) outputs and adjust programme design as needed.
- Identify and build productive partnerships with counterparts amongst government and other national organizations, UN agencies, NGOs and private sector to share operational knowledge and resources and build capacity resulting in coordinated and cost-effective CBT operations.
- Represent WFP in external humanitarian Cash Working Group to ensure a closer coordination with other stakeholders, when required.
- Define funding needs and forecasts and manage operational budgets.
- Plan the capacity building activities by providing technical support on content and facilitation of trainings.
- Manage, motivate, and develop a team providing coaching, training and career guidance to ensure appropriate development and enable high performance.
STANDARD MINIMUM QUALIFICATIONS
- Advanced University degree in International Affairs, Economics, Agricultural Economics, Nutrition/Health, Agriculture, Environmental Science or First University degree with additional years of related work experience and/or training/courses.
Years of experience:
- Level I Consultancy: Three to five years of professional experience.
- Level II Consultancy: Six to ten years of professional experience.
- Fluency (level C) in English language.
- Intermediate knowledge (level B) of French is highly desirable.
- Effective Communication, Programme Lifecycle & Food Assistance, Emergency Programming, Transfer Modalities, Data Analytics and analysis.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Professional experience is desired (but not required) in one or several of the following areas:
- Setting up and/or running of CBT operations or has experience in at least one CBT emergency operation.
- Experience in humanitarian and/or development related work with an international organization.
